Summary of Performance (SOP)

Purpose determines Form!

This document is not simply a "personal recommendation" per se, but is rather a comprehensive summary of a student's academic achievement and functional performance within a high school setting. It is a two-part summary of the student's Individualized Education Plan (IEP) and the student's own opinion about his/her educational experience and of his/her goals for the future.

The Summary of Performance serves three purposes.

  1. 1) To the exiting student: to review their high school experience and thus provide an opportunity to better advocate their skills, talents, and goals.
  2. 2) To the compiler (teacher): to review "best practice" - professional strengths and growth areas.
  3. 3) To the post-secondary service provider: to assist determining if the applicant, identified as needing special education services, is eligible for that provider's specialized services and more specifically to receive funding for those services.
  4. The SOP is NOT to replace the Senior Annual Review's (SAR) agenda/purpose. Nor is the SOP a transition plan (ITP). The purpose of the SAR is to simply introduce local post-secondary service providers to the student and parents. However, given that most case managers attempt to finish all Senior level paperwork at this time, it is appropriate to include this document in the completion process. In fact, if the student is included in completing the SOP, he/she may be better prepared to self-advocate during the Senior Annual Review.

We propose that there are presently two distinct approaches to fulfilling the Summary of Performance (SOP) obligation as mandated in IDEA-2004 - the narrative and the standardized. Our White Paper provides a rationale for using the Standardized SOP.
